Directive (EU) 2024/825

Empowering Consumers for the Green Transition Directive (EmpCo)

In force Applies through national law Reaches SMEs
In short

A directive that amends EU consumer law, so its duties reach traders through national law. Since 27 September 2026, generic environmental claims such as eco-friendly or climate neutral without recognised substantiation count as unfair commercial practices, and neutrality claims based on carbon offsets are banned. There is no exemption for small companies: any clothing brand or food producer printing sustainability claims on pack is covered.

The withdrawal of the Green Claims proposal does not change these rules.

Where it sits

Green claims and labelling, Green claims. Fields: Cross-sector, Textiles, food and nutrition.
