In short

The trigger is energy use, not headcount, so small firms can be caught. An enterprise averaging more than 10 TJ a year over the previous three years, roughly 2.8 GWh, must have an energy audit at least every four years unless it runs a certified energy management system. Above 85 TJ a year, an energy management system is mandatory. The Directive applies through national law.

The first audit is due by 11 October 2026 for enterprises above 10 TJ, and energy management systems by 11 October 2027 above 85 TJ.
