Commission Regulation (EU) 2023/1464

Restriction on formaldehyde and formaldehyde releasers in articles (REACH Annex XVII entry 77)

In force Binds companies directly Reaches SMEs
In short

This REACH restriction bars articles from the EU market from 6 August 2026 if they emit formaldehyde above 0.080 mg per cubic metre, the limit for textiles and leather. It binds whoever places the article on the market, so an importer of finished fabric carries the duty in full and needs chamber-emission test data from the mill. Clothing, footwear and skin-contact textiles stay under a separate entry, and articles used only outdoors are exempt.
