CLP binds companies directly: manufacturers, importers, downstream users and distributors must classify, label and package substances and mixtures. Small firms are fully in scope, such as a dyeing works or a water treatment operator that handles and re-supplies chemical mixtures. Most changes made by Regulation (EU) 2024/2865 have applied since 1 July 2026, while the rules on label format, font size, label updating, advertising and distance sales are deferred to 1 January 2028.

Poison-centre notification duties, now extended to distributors that re-brand, re-label or distribute in other Member States, apply from 1 January 2027.
