In short
REACH is an EU regulation that binds companies directly, small ones included. Manufacturers, importers and downstream users carry registration and user duties, must tell customers on request within 45 days when an article contains a substance of very high concern above 0.1%, and must notify such articles to the SCIP database. The Annex XVII restrictions decide which substances a business, such as a dyeing works, may use at all.
The broad revision of REACH has been shelved, so watch new Annex XVII restrictions, such as the June 2026 microparticles amendment, and the Candidate List.
