A regulation that binds both Member States, which must run market surveillance authorities, and the businesses placing products on the market. For products such as toys, machinery, batteries, construction products and radio or low-voltage electrical equipment, a responsible economic operator must be established in the EU. Since 12 August 2026 packaging also falls under this enforcement system, though packaging alone does not trigger the duty to have an EU-based responsible operator.
