The Organic Regulation binds operators directly once they choose to market products as organic. From that point certification, annual control and the labelling and logo rules are mandatory, and many small organic dairies, bakers and packers pay for annual certification. From 17 July 2028 plants from new genomic techniques are excluded from organic production, so organic operators will need to keep that material out of their supply chain.

A simplification proposal is now in negotiation between Parliament and Council; it is not yet adopted and no adoption date can be given.
