Duty to notify substances of very high concern in articles to the ECHA SCIP database

In short

Any company supplying an article on the EU market that contains a Candidate List substance of very high concern above 0.1% by weight must notify it directly to ECHA's SCIP database and pass safe-use information down the supply chain. In textiles the threshold is calculated per component, so a single trim, zip or coating can trigger it. Importers and manufacturers are covered; retailers selling only to consumers are not. Enforcement and penalties are national.

A Commission proposal of December 2025 would end the SCIP notification duty, but it has not been adopted and the duty still applies.
