The Industrial Emissions Directive sets permit rules for listed industrial activities and applies through national law, so a business meets it through its national permit. Since the 2024 revision, textile pre-treatment, dyeing and finishing are caught only where capacity exceeds 10 tonnes per day, so a small dyehouse is usually below the threshold. But an independent operator treating waste water discharged by a covered installation needs a permit at any size.

The 1 July 2026 transposition deadline has passed with national rules still incomplete; finishing installations newly in scope have four years from that date.
