A directive that binds Member States, so its duties reach companies through national law, including the waste hierarchy, the duties of waste holders and producer responsibility schemes. The amended text now contains the textile producer responsibility rules a clothing business will pay into. Separate collection of textiles, required since 1 January 2025, is a duty on Member States: a textile company files, registers and pays nothing under it.
