Packaging and Packaging Waste Regulation (PPWR), including the Art. 5(5) PFAS limits for food contact packaging

A regulation that applies directly to producers, fillers, importers, distributors and final distributors of packaging, and has applied since 12 August 2026. Most duties apply whatever the size of the company, with exemptions for micro-enterprises in some articles, so a regional food packer, a small water bottler or a textile brand shipping parcels is in scope. PFAS limits for food-contact packaging already apply, while the bans on certain single-use plastic formats start on 1 January 2030.

From 1 January 2030 minimum recycled content for plastic packaging, recyclability grades, reuse targets and the format bans all take effect.
