Regulation (EU) 2023/1115
Deforestation-free products Regulation (EUDR)
In short
The Deforestation Regulation binds companies dealing in cattle, cocoa, coffee, oil palm, soya, rubber, wood and derived products. Duties scale by size rather than disappear: many small food businesses fall in the lighter downstream category, and all operators must keep supplier and customer data for five years. It applies from 30 December 2026, and from 30 June 2027 for micro and small operators established by 31 December 2024, except for timber products.
Since 18 September 2026 cattle hides, skins and leather are out of scope, while soluble coffee, frozen cattle tongues and some palm oleochemicals join from 30 December 2027.
